Newfoundland and Labrador has issued its second round of invitations to immigration candidates through its recently introduced Expression of Interest (EOI) system. The EOI system, launched on February 19, 2025, is now used to manage applications for both the Provincial Nominee Program (PNP) and the Atlantic Immigration Program (AIP). The move to this new intake process is aimed at better aligning immigration with the province’s evolving labour market needs and improving the overall selection process for skilled workers. Like many other provinces, Newfoundland and Labrador experienced a significant cut in its number of provincial nomination allocations for 2025. In response, the province negotiated with the federal government and secured an additional 1,000 spaces for economic immigration. Newfoundland and Labrador has introduced a new Expression of Interest (EOI) system as part of its immigration process. EOIs remain active in the pool for 12 months from the date of submission. If selected, candidates receive an Invitation to Apply (ITA). Those applying through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) can submit their own application, while for the Atlantic Immigration Program (AIP), the employer must complete the submission.
